Since you don't have a ton of time or money, I would suggest something really personal for her and her future hubby. It could either relate to the wedding in some way or it could be more about their personalities. Since it is going to be a super small wedding maybe you could get them a gift that will help them remember the very special day. There are a lot of great stores, like Things Remembered, that do fab engraving that isn't that expensive and is usually done pretty quick. Some randome ideas from me head: get her a bouquet since she may not even think about it, buy her a garter , put together a honeymoon package with things to keep them occupied on the plane trip or for their first night as newlyweds...that's all I have for right now.

If you can sew a little bit, try sewing a simple garter with lace and a thin blue ribbon on it for her something blue. Someone did that for a friend of mine and I thought it was an awesome gift.
